It can be disheartening. One thing to remember, though: there are conflicts of interest, and don’t let me start about competency (let alone HR’s care factor.) HR personnel may want to help, but their role is often about protecting the company's interests. It comes down to the broken trust and how much you will bet your well-being on rebuilding it.
